*[This is moved for the simple reason that the experience of the Ministers of the Government of India, who are not elected to the Constituent Assembly, should be made available to the body. The Constituent Assembly (Legislative) has already adapted rules which allow Ministers to attend and participate in the debates of the House, without a right to vote. The Constituent Assembly also, when it works on the Constitution, should have the benefit of the experience accumulated by all the Ministers of the Central Cabinet. I recommend that the amendment be adapted.]
