On a point of order, Sir, I do not think any rule, of this Assembly can have the force of law. If you want this compulsion, it should be done by a Bill in the Legislature duly introduced and passed. Then only will the civil authorities recognise it. The civil courts will not take legal cognisance of the rules of this Assembly. So I think it is ultra vires.
