Mr. President, the motion which I propose is of a formal character. Chapter X of the rules: adopted by this Assembly lays down the procedure to be adopted for the decision of doubts and disputes with regard to election of Members of this Assembly. But a perusal of the definition of the words ‘Candidate’ and ‘Returned candidate’ in rule 51 in that Chapter will show that these rules do not apply to members returned from Indian States. With respect to Members returned from Indian States, Standing Orders have been framed by the Honourable the President and it is under these Standing Orders that the matter is being dealt with at present. The attempt made by this motion is to incorporate these Standing Orders in the rules themselves. Sir, I move that in Rule 51-

(1)  After clause (a), insert the following new clauses-

(aa)  ‘representative’ of any Indian State or States means the person who is chosen as a representative of such State or States in the Assembly in accordance with the provisions contained in the Schedule to these Rules“.

(ii)  Add the following at the end of clause (b) :-

and includes a candidate whose name has been reported by or on behalf of the Ruler or Rulers of any Indian State or States to the President in the manner provided in the Schedule to these rules as a duly chosen representative of such State or States.
