These two sub-clauses really repeat in substance the provisions of the Government of India Act of 1935. These are intended to prevent any clash of authority between the Centre and the Units. They are also intended to secure that the Unit Governments will so exercise their own executive authority, that is to say, their executive authority in relation to Unit subjects, as not to come into conflict with the exercise of executive authority in relation to federal subjects.
