Apart from that, experience has shown, as previous speakers have pointed out, that in a country where those who are in power are subject to party politics. It is necessary to have somebody who will be above intrigues, above party turmoils and who will be able to secure the safety of the people. What we are trying to do is to provide that the Governor should shoulder the responsibility and then should communicate the gravity of the situation to the President of the Union who is assisted by this Cabinet and that the President will either confirm the action of the Governor or differ from the action taken by him. If you have a Governor elected on adult franchise do not make him only a figurehead, simply sending telegrams to the President of the Union.
