Rule 31 says: “(1) A matter requiring the decision of the Assembly shall be brought forward by means of a question put by the Chairman. (2) In all matters requiring to be decided by the Assembly, the Chairman shall exercise a vote only in the case of an equality of votes. (3) Any question relating to a matter referred to in paragraph 19 (vii) of the Statement shall be decided as laid down therein.”
