I am not moving (a)- “Out of the candidates who have secured at, least 30 per cent of the votes polled of their own community the candidates who secures the highest number of votes polled on the joint electoral roll shall be declared elected. In case there is no candidate, who has secured not less than 30 per cent. of the votes polled of his own community, then out of the two candidates who secures the highest number of votes of their own community, that candidate’ shall be declared elected who secures the highest number of voter of the total votes polled.”
