Sir, as item 30 has been carried, 31 may be retained with this change. I would suggest the substitution of the words ‘Federal law’ for the words ‘Federal Government’ in item 31. The item, as amended, will read thus:- “Shipping and navigation on, inland waterways, declared by the Federal law to be Federal waterways, as regards mechanically propelled vessels, and the rule of the road on such waterways, etc.”
