Sir, I sent in a substitute motion this morning when I read the motion which my friend Giani Gurmukh Singh Musafir has moved just now. I could have understood it had he tackled the whole problem of representation of the population who havemigrated from Pakistan to Hindustan. I have given notice of an amendment to his motion, but on reconsideration, I do not propose to move it; I wish, however, to submit a few things for the consideration of the Honourable the President and the House.
