Mr. President, the motion which I propose to move is intended to lay down a procedure regarding the filling up of casual vacancies in the office of members of this Assembly representing Indian States. In Rule 5, the present rules contemplate to lay down a procedure regarding the filling up of casual vacancies in the cast of members who come from the provinces and from Ajmer-Merwara and Coorg. There is a lacuna in the rules in that nothing is said about vacancies arising in the case of members coming from Indian States. The motion standing in my name seeks to insert two rules, Rules 5-A and 5-B after Rule 5, to fill up this lacuna.
