The question is:
“That clauses (2) to (6) of article 13 be deleted and the following proviso be added to clause (1):– “Provided, however, that no citizens in the exercise of the said right, shall endanger the security of the State, promote ill-will between the communities or do anything to disturb peace and tranquility in the country.”
