That is the reason given for the addition of the word ‘personal’. As regards why the original words “without due process of law” were omitted and the present words “except according to procedure established by law” are inserted, the reason is stated to be that the expression is more definite and such a provision finds place in article 31 of the Japanese Constitution of 1946.
