Sir, the amendment which has just been moved by the honourable Member Dr. Ambedkar introduces a new clause (5) (a) to article 62. It provides that the President in choosing his Ministers as well as “in the exercise of other functions” under the Constitution, would be generally guided by the Instrument of Instructions. With regard to this part of the clause I have no quarrel. But the last few lines which I have sought to omit seem to be open to serious objection. At least they require clarification. The words which I want to delete are the following–
“but the validity of anything done by the President shall not be called in question on the ground that it was done otherwise than in accordance with such instructions.“
