 : The point raised by Mr.Kamath is really ticklish and it requires some consideration. There seems to be no doubt about it. Now, Sir, the amendment reads thus:”Nothing in this article shall prevent Parliament from making any law prescribing in regard to a class or classes of employment or appointment to an office under the State for the time being specified in the First Schedule or any local or other authority within its territory any requirement as to the residence within that State prior to such employment or appointment.”
