The clause in question is to this effect, that “the citizens, men and women equally, have an adequate means of livelihood.” I submit, Sir, that the words ‘men and women equally’ are unnecessary and redundant. Infact with the acceptance of this amendment, the clause would run thus: “that the citizens have the right to an adequate means of livelihood.” I submit, Sir, that the word ‘citizen’ has been defined in article 5, clause (a).
