Sir, I am sorry I cannot accept either of the two amendments: Mr. Kamath’s amendment is really incorporated in the phraseology as it now stands; the word “Fundamental” occurs, as Mr. Kamath will find, in the very first Article of this part. Therefore his object that these principles should be treated as fundamental in already achieved by the wording of this Article.
