The words should be “shall endeavour to stop by means of both temperance and prohibition. …. etc.” I am reminded of a couplet in Urdu which with your permission I will repeat— Ilahihamsemaikhawaronko wohdunyaatahoti; JahanhukmanpiyaKerte, napite to sazahoti.
