I would like to submit to the House one thing more, and this is that the big states like Mysore and Travancore, which claim a better position than most of the provinces, should–and I request the rulers and representatives of these states to give up their interest in this aspect–accept the same status as is enjoyed by the other provinces. All there sources, which are not essential for the State, should be handed over to the Centre. In this way we can all help to build up a strong Centre. One cannot fail to understand that like other States Gwalior State could have maintained its separate existence. But the ruler of that State himself realized this necessity and handed over all his powers to the Centre. Just as this constitution is meant for the people of the provinces similarly it should be for the people of the States also. Hence I would like to submit to the House and more specially the Drafting Committee that they should adopt some such device that those Unions which have assumed the form of provinces and the big States which have not merged into any Union may be able to attain uniformity in this respect.
