Mr. President, Sir, the point raised by ShriKamath just now appears to be quite sound because so long as the member in charge does not benefit from the speeches that are being delivered and does not pay attention to whatever is being said in the House, it is futile to have a discussion. Therefore, I request that so long as he is unable to be present here, the discussion should be postponed. However, if he has authorised someone else to note down whatever is said here and then to help him, there would be no harm done. Otherwise the whole discussion that is being held appears to be a mere waste of breath and will not be of any use in amending the Constitution.
