Sir, without going whole-hog with my honourable Friend Mr. Kamath I should like to support him as far as sub-clause (c) is concerned. In my opinion there are certain difficulties in the working of this sub-clause. The sub-clause says:
“If the Governor so requires, to submit for the consideration of the Council of Ministers any matter on which a decision has been taken by a minister but which has not been considered by the Council.“
