Sir, Article 143 is perfectly clear. With regard to the Amendment of my honourable Friend Mr. Kamath various points were raised, whether the Governor is to be merely a figure-head, whether he is to be a constitutional head only or whether he is to have discretionary powers. To my mind the question should be looked at from an entirely different point of view. Article 143 merely relates to the functions of the ministers. It does not primarily relate to the power and functions of a Governor. It only says:

There shall be a Council of Ministers with the Chief Minister at the head to aid and advise the Governor in the exercise of his functions.
