Sir, I do not think that this question my honourable Friend Mr. Ismail suggests that the whole gamut of this subject will be brought under discussion. The whole history of the question is not before the House. In the course of his speech of course honourable Members might make incidentally references to the circumstances that led to the change. But certainly we sitting here are not going to discuss all that has happened since 1947 as a substantive motion.
