May I point out that we are not dealing with the question of tribals. We are concerned only with the others. Therefore the honourable Member should confine himself to the general question of reservation, leaving out the tribes. When the time comes, he may bring up his point, if necessary, but not at this stage. Otherwise I will have to allow others also to speak about the tribals which I do not want to.
