Then he asked why should representatives be brought in at this stage. We are not bringing them into this House for the purpose of placing their seal on the act of accession. We are giving them an opportunity for the exercise of the rights which they have obtained by virtue of the fact that accession has already taken place. We are making a new constitution which affects not merely the Union as a whole but affects the units of the Union and Kashmir, on account of the fact of accession, is at present a unit of that Union. In fashioning the constitution for the whole Union it is only right that representatives of all units should find seats in this Assembly.
