Quite true, Sir, but we have to proceed today on the assumption that this is the proposal of Dr. Ambedkar – the House may turn it down. Today we are considering the Amendment moved by Dr. Ambedkar, therefore, I am proceeding on the assumption that if his proposal about the constitution of the Upper Chamber will be accepted, his present Amendment will become wholly unnecessary. That is what I am trying to show.
