Coming to the provisions of this new Draft I shall take up my amendments seriatim, one by one. My first amendment seeks a change in sub-clause (a) of clause (2) of this article, which refers only to the revocation of the Proclamation. It is conceivable that circumstances may so change that a Proclamation may not completely be revoked but may be varied in a certain measure. Therefore to my mind it will be more comprehensive to include a contingency of variation along will one of revocation.
