So, I feel that so far as the composition is concerned, we, should lay down specifically that that can be altered only by an amendment to the Constitution and not bay a law, made by Parliament. With regard to the other matters mentioned in clause (3), there is no harm if they are left to determination by parliament by law, but in my judgment, the composition of the Chambers is so important that parliament should have no hand in changing it except by an amendment to the Constitution.
