I want to raise the question of limit as a principle and the limit which I have attempted to put of Rs. 500 and 250 is merely as a basis for a discussion. I am concerned first with the principle; as to the actual limitation which may be accepted by the House, I am not very much concerned. I have only suggested it as a starting point for the debate. I submit that the power to the President or the Governor or the Ruler to exempt some class of cases from the Jurisdiction of the Public Service Commission must be accepted on principle. The post of a peon or a petty clerk or a small post does not obviously require to be placed before the Public Service Commission.
