These words “backward classes” have been used in our Draft Constitution in the various articles that we have passed. Now, in clause (4) of this article 286, it is said that.
“Nothing in clause (3) of this article shall require a Public Service Commission to be consulted as respects the manner in which appointments and posts are to be reserved infavour of any backward class of citizens in the Union or a State.“
