That is what we are doing. I merely say that instead of doing it bit by bit and taking away from the powers of the Provinces in slices indirectly, it would have been far better to do so directly and say that there shall be no Provincial Autonomy except to the extent the Centre please. That would have been better. This removal of the words `non-narcotic drugs‘ is a dangerous chance as many other dangerous changes have been made.
