I rise on a point of Order, Sir. The amendment, which stands in the name of Mr. Goenka offends against the Fundamental Right guaranteed in clause 13-A which refers to freedom of speech and expression and as such cannot be considered. In this connection I wish to refer to the Supreme Court Judgment of the United States which was given recently in the famous Louisiana case. The facts of the case are that a 2 per cent licensing tax was levied on the newspapers in that State. Nine publishers opposed that and questioned the validity of the tax on the ground ……….
