No, Sir. The provinces should exist, but they should enjoy only concurrent powers. I am not against provinces. Whatever my own personal feelings in the matter may be, at the present moment I am not advocating that the provinces should be abolished. What I am saying is that they should have only limited powers – concurrent powers.
