Mr. President, I beg to move: “That in amendment No. 20 above, in paragraph 3 of the proposed Fifth Schedule, after the words ‘scheduled areas’ wherever they occur, the words ‘and scheduled tribes’ be inserted; and the words ‘or whenever so required by the Government of India’ be deleted.”
