The question is: “That in amendment No. 2 of List I (Seventh Week), at the end of the proposed article 282, the following new proviso be added :- ‘Provided that, in order to be recruited for any of the posts in connection with the affairs of the Union, a candidate must be thoroughly conversant in the following languages:-(i) The official language of the Union.(ii) The English language.(iii) Any other regional language of the Union except the official language.'” The amendment was negatived.
