As Members will see, the provisions contained in clauses (1 ) and (2) of article 15A are made subject to certain limitations which are set out in clause (3) which says that the provisions contained in clauses (1) and (2) of article 15A will not apply to any person who for the time being is an enemy alien. I do not think that there could de any further objection to the reservation made in clause (3) (a) in respect of an enemy alien.
