I did not make the announcement in the beginning on account of certain difficulties. I would request Members not to prolong the discussion, because, after all, it deals with a subject which was discussed in the last session at great length, and we want to get through all this within today and tomorrow, if possible. If all this is discussed and finished, tomorrow there are certain other items which will come in later, namely, the Preamble and the first article.
