The Special Officer may be called upon to report as to how that has worked. You can go to the Federal Court or to the Supreme Court and get its decision whether a particular article of the Constitution has been broken, but then the officer may also report whether a particular article in the Constitution has been given effect to and so that is what Sardar Hukam Singh wants.
