In the end I shall only say that nobody will dispute the assertion of Shrimati Durgabhai that the Constitution must be expedited; but it is wholly wrong to foist the blame for the delay upon the Members of this House. The Members of this House have always been willing and very eager to work for the expeditions disposal of this Constitution. At no time have the members grudged extra hours that they may have been called upon to put in for the discussion of the Constitution. If there be any blame, if there be any guilt, it lies elsewhere and not upon the Members of this House. I do not want to say who the guilty men are but certainly it is erroneous and unjustified to say that any members of this House have been guilty of any inordinate delay in the passage of the Constitution so as to result in a heavy drain upon our financial resources. We have all co-operated to the best of our ability for the speedy passage of this Constitution, and we shall all be happy when shortly we come to the end of our labours.
