What I wanted is this: First of all, by changing the words “has arisen” into “is imminent” in clause (1), we would be able to take measures before the situation becomes grave. Therefore as soon as a financial emergency is imminent, we can take the necessary measures if we substitute the words “is imminent’ for the words “has arisen”.
