But Mr. Bhargava, is not that an argument which cuts both ways? Suppose a Provincial Government were to ride rough-shod on a very important provision of the Constitution, or of law, and the Government of India were to issue instructions to carry on the Government in accordance with that provision, the the Provincial Government refuses, then how would the Government of India be able to enforce its orders?
