I think as many friends especially the honourableMr. Prakasam said, our Constitution could have been genuine only if we had built it on the solid foundation of panchayat raj which is still in our veins and still favoured by our people. That would have given us little democracies and enabled people who will be democrats to exercise their rights with a responsibility and with zeal and also with joy. But now under this Constitution, there will be two classes, a new ruling class at the helm of affairs and at the bottom there will be the common man exercising a vote once in five years. In the middle the middle-classes will be crushed entirely and I would say if the middle class is crushed, the entire intelligentsia of the country will be crushed and then we will not known what is the future of the country.
