The question is: “That in amendment No. 369 of List VII (Seventh Week), at the end of clause (2) of the proposed article 24, the following new proviso be added :-‘Provided that no compensation shall be payable to any owner or holder of any movable or immovable property, who, having owned or held such property for thirty years continuously immediately before the coming into force of this Constitution, has either not habitually resided within the State where such property is situated, or has not done anything to develop such property.’The amendment was negatived.
