The question is: “That in amendment No. 369 of List VII (Seventh Week), in clause (6) of the proposed article 24, the following new clause be added :—'(7) If any State passes a law designed to execute a scheme of agrarian reform in the State by abolition of Zamindari conferring rights of ownership on peasant proprietors or at least rights of occupancy for such compensation as the State Legislature considers fair on the lines of the law referred to in clause (4) of this article, such law shall be submitted by the Governor or the Ruler as the case may be, to the President for his certification. If the President by public notification certifies the law, it shall not be called in question is any court on the ground that it contravenes the provisions of clause (2) of this article.’” The amendment was negatived.
