Sir, I move:”That in amendment No.272 of List IV (Seventh Week) for clause (3) of the proposed article 266, the following be substituted:-‘(3) Nothing in clause (2) shall apply to–(a) any trade or business, or to any class of trade or business which the Government of a State was carrying on as an ordinary function of such Government, at the commencement of this Constitution.’ “
