Mr. President, Sir, I beg to move that for item 24 the following be substituted:- “Subject to the existing laws of a Federated State, admission into, and emigration and expulsion form, the territories of the Federation, pilgrimages to places outside the boundaries of India as they stood before the 15th August, 1947”.
