If any attempt is made to so manipulate electorates as to make it difficult for the Provinces to opt out, then that would be, in the words of Sir Stafford Cripps, “a clear breach of the basic understanding of this Scheme”. After all we have to live together and it is impossible to impose any constitution against the wishes of the people who are to be governed by that Constitution.
