Mr. President, article 289 of our Draft Constitution dealing as it does with elections and electoral matters has naturally evoked intense interest in this House and I am sure it has evoked or is bound to evoke equally keen interest outside the House as well. If we compare article 289 as it was originally drafted by the Drafting Committee and the article as it has come before the House today, we cannot fail to notice some salient differences, the main difference being that the superintendence, direction and control of all elections to State legislatures have been radically modified in the draft article as it was moved by Dr. Ambedkar yesterday and amended by him today. The footnote to this article on page 138 of the Draft Constitution reads thus:

The Committee is of opinion that the Election Commission to superintend, direct and control elections to the Legislature of a State in Part I of the First Schedule should be appointed by the Governor of the State.”
