We think that for these purposes it is sufficient to recognise only three main communities in India; General, Muslim, and Sikh, the “General” community including all persons who are not Muslims or Sikhs- As these smaller minorities would, upon the population basis, have little or no representation since they would lose the weightage which assures them seats in the Provincial Legislatures, we have made the arrangements set out in paragraph 20 below to give them a full representation upon all matters of special interest to the minorities.
