13. Subject to a Federal Law, which may be passed to avoid double citizenship, every person born, after the commencement of this Constitution,
(a) of parents, at least one of whom was at the time of that person’s birth a citizen of the Republic; or
(b) in the territories of the Republic or on board a ship of the Republic, unless that person is a child of an alien who because of diplomatic immunity or otherwise was not subject to the jurisdiction of the Republic at the time of that person’s birth shall be a citizen of the Republic.
