99. (a) The Federal Government may, subject to such conditions, if any, as it may think fit to impose, make loans to Units or Sub-Units, or give guarantees for loans raised by any such Unit or Sub-Unit, and any sum required for the purpose of making such loans shall be charged on the revenues of India. (b) The Unit or the Sub-Unit may not without the consent of the Federal Government raise any loan if there is still outstanding any part of a loan advanced or guaranteed by the Federal Government under sub-clause (a), or the Unit or Sub-Unit proposes to raise any loan outside the Republic.(c) A consent under this clause may be granted subject to such conditions, if any, as the Federal Government may think fit to impose.
